Ah, East Anglia has quite a crop of these. While their blank ‘eye’s remain awake, entry is forbidden by their new inhabitants. Adders. Though I guess that depends on where they’re found.

Yes! I’ve always thought of those pillboxes as the epitome of winter and wondered what it might be that they are still watching for! I’ve seen quite a few around North Norfolk (I know one at Waxham, one at Happisburgh and there is one on the road somewhere near here) – where did you see the one in the image?
